About Marnice D. Miller

Marnice D. Miller is the President and CEO of Human Capital Resources and Concepts Inc (HCRC), which she founded in 2015, after serving a 22-year federal career, supporting various federal agencies and departments worldwide, i.e. The Office for the Director of National Intelligence (ODNI), Defense Intelligence Agency (DIA), Directorate of Human Intelligence (HUMINT), Department of Defense Education Activity (DODEA), Department of Army, Department of Defense, The National Intelligence Council (NIC), and The Presidential Daily Briefers (PDB).
Since its inception in 2015, Marnice has grown HCRC from the ground to a multimillion-dollar earning company. Providing management consulting services such as Human Resources, Human Capital, Training, Leadership Development, Executive Coaching, Information Technology, Financial Management, Force Protection, Personnel and Physical Security to various federal, state, city and private sector organizations.
She possesses a Business Degree from Park University, and is a graduate of Goldman Sachs 10,000 small businesses, she has also completed a myriad of government and private sector training. Additionally, she has received numerous awards and accolades over the span of her career and is recognized and respected as a true professional.
Marnice is a dedicated member of several professional organizations i.e. The Society for Human Resources Management, National Defense Industrial Association (SHRM), Women in Defense (WID), United States Women Chamber of Commerce (USWCC) and The Armed Forces Communications and Electronics Association (AFCEA), and the Business Owners and Women’s Collective (BOW).
Finally, Marnice holds philanthropy very close to her heart and gives back to several organizations that support youth.

Past Experience

Facilitated the successful transformation of dividing covert and clandestine operations.

Assisted in the successful standup of this federal organization, implement polices and procedures, developed process for all hiring and details for employees throughout the IC.

Successfully developed a recruitment plan for the staffing of more that 200 positions to standup of the Afghanistan/Pakistian division.

Developed and executed a plan to meet a USDI mandate of a 100 position reduction. Successfully identified positions and placed displaced personnel throughout the agency.
